During a meeting with the House education committee on Wednesday, Stavrou stated, “The budget simply keeps the Open University on life support. The reason we agreed to submit the budget is so that we can operate.” His comments underscore the challenging financial situation facing the institution.

Stavrou revealed that despite receiving assurances from Education Minister Athena Michaelidou regarding a review of future budgets for 2027 and 2028, the current year’s funding has forced the university to freeze the filling of new academic positions.

His frustrations were echoed by Akel MP Christos Christofides, who lamented the education ministry’s lack of strategic planning that has led to dire circumstances for the Open University. He remarked, “We are in a boat and we are sailing wherever the wind blows. The Open University is the runt of the litter of higher education in the eyes of those in power.”

Disy MP Giorgos Karoullas added to the chorus of discontent, stating it is “a shame to leave the Open University stranded without a budget for its development.” He called for a fairer distribution of resources among public universities to ensure that the Open University receives its fair share for growth.

The discussion also featured Dipa MP Alekos Tryfonides, who highlighted the gravity of Stavrou’s assertion that the university is on life support. He called for balanced development across all universities on the island, emphasizing that the current situation is tragic.

Historically, the Open University of Cyprus has received a much smaller budget compared to its counterparts, with the 2025 budget projected at just under €19 million. In stark contrast, the University of Cyprus anticipates nearly €226 million in expenses. This disparity raises concerns about the university’s ability to operate effectively and support its students.
