The formal negotiations for Moldova and Ukraine to join the EU began on Monday, marking a significant step forward. Raouna praised Cyprus, which currently holds the presidency of the EU Council, for its diligent efforts in facilitating these discussions. “Cyprus has worked in a results-driven manner, with perseverance, diligently and intensively,” she said.
From Aspiration to Commitment
According to Raouna, the initiation of the first cluster represents a transition for both Ukraine and Moldova from mere political aspirations to tangible commitments that will bring them closer to the European family. This process is structured into six thematic clusters that encompass various aspects of governance and integration.

The accession negotiations are organised into six thematic clusters: “fundamentals”, “internal market”, “competitiveness and inclusive growth”, “green agenda and sustainable connectivity”, “resources, agriculture, and cohesion”, and “external relations”. Each cluster contains specific chapters that must be addressed during the negotiation process.
Details of the First Cluster
The first cluster includes seven chapters: “judiciary and fundamental rights”, “justice, freedom, and security”, “public procurement”, “statistics”, “financial control”, “economic criteria”, “functioning of democratic institutions”, and “public administration reform”. Notably, while this cluster is the first to be opened, it is the last to be closed per EU law.
Current Status of Other Candidate Countries
In total, there are 33 chapters across the seven clusters. Candidate member states are at various stages in their negotiations. Montenegro and Albania have both opened all 33 chapters, with Montenegro having completed 16 chapters — two of which were closed on the same day as Moldova’s negotiations began. Albania has yet to complete any chapters.
Progress of Other Nations
Serbia has opened 22 chapters and completed two, while Turkey has opened 16 chapters and completed one, although its negotiations have been stalled since 2016. It has now been almost 13 years since Croatia became the last country to join the EU in 2013. This gap represents the longest period without new member states since the two decades that passed between the establishment of the European Coal and Steel Community in 1952 and the accession of Denmark, Ireland, and the UK in 1973.
