strategic autonomy — Cyprus is set to shape its upcoming EU Presidency around the theme of strategic autonomy, as stated by President Nikos Christodoulides during a presentation on 21 December at the Lefkara Conference Centre. He emphasised the significance of this moment as both historic and foundational for the country’s role in the European Union.

Christodoulides articulated that the presidency is not merely a procedural obligation but a “national mission”. With nearly two years of preparation culminating in this event, Cyprus aims to provide an honest and reliable voice for all 27 member states, particularly at a time when the Union faces multiple crises and systemic transformations.

Strategic autonomy: A Unique Geopolitical Perspective
Taking the helm at a complex geopolitical juncture, Cyprus brings a unique understanding of security and stability due to its position as the EU’s south-easternmost member state. Christodoulides noted that Cyprus has a distinct perspective, shaped by its ongoing occupation, which informs its approach as a transparent mediator within the EU. “The heart of Europe beats more strongly in Cyprus” at this critical moment, he asserted.
Five Pillars of Presidency Focus
The Cyprus Presidency will be guided by five interconnected pillars that reflect its priorities:
- Autonomy through security, defence, and preparedness
- Autonomy through competitiveness
- An autonomous Union open to the world
- An autonomous Union of values for all
- A budget capable of supporting a more autonomous EU
These pillars are designed to enhance the EU’s role on the global stage while ensuring that it remains responsive to the needs of its citizens.
Commitment to Security and Defence
On the security front, the Cyprus Presidency will prioritise unwavering support for Ukraine while implementing the EU White Paper on the Future of European Defence. There is a strong focus on enhancing EU-NATO cooperation, ensuring maritime security, and tackling disinformation and foreign interference. Migration management will also be a central theme, with Cyprus committing to the full implementation of the Pact on Migration and Asylum.
Driving Competitiveness and Energy Solutions
In terms of competitiveness, Cyprus aims to simplify administrative processes for small and medium-sized enterprises (SMEs) and deepen integration within the Single Market. The presidency will advocate for affordable energy prices and investment in clean technologies to achieve energy autonomy, reflecting a commitment to both economic stability and environmental sustainability.
Expanding Partnerships and Crisis Management
Cyprus sees EU enlargement as a strategic tool, particularly concerning Ukraine, Moldova, and the Western Balkans, while also maintaining ties with Turkey. The Presidency will work to strengthen relationships with the Southern Neighbourhood and the Middle East, advancing the New Pact for the Mediterranean through concrete projects. Additionally, Cyprus will leverage its experience in humanitarian missions to enhance the EU’s crisis-response capabilities.
Promoting Values and Social Cohesion
The promotion of values such as the rule of law and social cohesion will be crucial during Cyprus’s presidency. Key social issues, including affordable housing, child protection, and mental health, will be elevated on the European agenda. Cyprus aims to strengthen the European Health Union, ensuring better access to medical products for all citizens.
Financial Vision for the Future
Financially, Cyprus will focus on shaping a robust Multiannual Financial Framework that adequately supports defence, competitiveness, green transitions, and social cohesion. The objective is to create a mature negotiating framework for the next presidency, ensuring that financial resources align with strategic priorities.
Symbolism and Public Engagement
The choice of Lefkara for the presentation underlines Cyprus’s rich cultural heritage and its outward-looking identity. Following the announcement, the official logo of the Cyprus Presidency was unveiled, inspired by Lefkara lacework and consisting of 27 tesserae, each representing an EU member state. Deputy Minister for European Affairs Marilena Raouna highlighted that Cyprus will host over 260 meetings and expects around 30,000 visitors during its presidency, demonstrating a commitment to tangible outcomes for all European citizens.
