Foreign Property Buyers Flock to Cyprus, Led by British, Israelis, and Russians

This trend is indicative of the island’s growing appeal as an investment destination.

Foreign property: Continued Growth in Sales

Between September 2024 and September 2025, 962 homes were sold to overseas buyers. Of these, 385 were purchased by Europeans, while 577 were bought by non-Europeans, predominantly in Paphos, where international demand is driving property prices higher.

Diverse Types of Properties Sold

  • Sales of land plots reached 350, with 218 going to EU citizens and 132 to non-EU buyers.
  • Fields accounted for another 357 transactions, primarily to European nationals.

Regional Preferences Among Buyers

The preferences of foreign buyers vary significantly by region. Europeans generally gravitate towards Limassol, while non-EU buyers have increasingly favoured Larnaca, where demand has steadily risen in recent months.

Nationality Breakdown

In Nicosia, Greeks were the leading foreign purchasers, acquiring 403 properties, followed by Romanians (112), Russians (80), and Lebanese (79). The Famagusta region saw Britons topping the list with 220 purchases.

Larnaca has emerged as a hotspot for regional investors, with Israelis acquiring 850 properties and Lebanese buyers securing 723. Britons also made their mark with 302 purchases in the area.

Limassol remains a preferred location for Russians, with 846 properties purchased, followed closely by Israelis (571) and Greeks (261). In Paphos, British buyers led once again with 890 sales, outpacing Israelis (683) and Russians (327).

Property Market Activity and Values

According to the Department of Lands and Surveys (DLS), Cyprus recorded 19,155 transfer cases in 2024, covering 21,469 individual properties. The total declared value of these transactions reached €3.94 billion, slightly higher at €4.30 billion for transfer-duty purposes.

Leading Districts in Property Sales

Limassol took the lead in both activity and value, with 5,054 cases and 5,624 properties, totalling a declared value of €1.43 billion and an accepted value of €1.51 billion. Nicosia followed with 5,395 transactions and properties valued at €852 million declared and €950 million accepted.

Paphos recorded 3,727 cases and 4,288 properties, with a declared value of €897 million and €983 million accepted. Larnaca had 3,775 transactions and 4,154 properties, totalling €573 million declared and €637 million accepted. Famagusta, however, remained the smallest market, with just 1,204 sales worth €183 million declared.

Consistent Overseas Interest

The DLS’s ‘Foreign Buyers – Sales and Contracts of Sale 2024’ dataset highlights a consistent interest from overseas buyers. A total of 6,754 foreign transactions were recorded last year, with 2,785 made by EU nationals and 3,969 by non-EU buyers. July marked the busiest month, with 703 contracts filed by non-EU purchasers, the highest monthly figure of the year.
