Public sector employment in Cyprus has risen by 2.1% in the second quarter of 2025, bringing the total number of public sector jobs to 77,314, as reported by the Statistical Service (Cystat).

Of this total, 72,275 individuals were employed in general government roles, while 5,039 were in publicly owned enterprises and companies. Within the general government sector, the breakdown includes 55,208 positions in the central government, 11,185 in non-profit organisations, and 5,882 in local authorities.
The year-on-year increase of 1,600 jobs in the public sector is notable, with central government adding 969 positions, a rise of 1.5%. Local authorities experienced a significant surge, growing by 1,295 jobs or 28.2%. In contrast, publicly owned enterprises saw a reduction of 664 jobs, marking an 11.6% decline.
Cystat attributes the growth in local authority employment and the decrease in publicly owned enterprises to the establishment of district local government organisations (DLGOs) on July 1, 2024. These new entities took on the responsibilities of water and sewerage boards, which likely contributed to the increased demand for local government jobs.
When compared to the first quarter of 2025, total public sector employment saw a modest increase of 280 jobs, or 0.4%. Local authorities added 301 positions, equating to a 5.4% rise, while publicly owned enterprises grew by 77 jobs, or 1.6%. However, central government recorded a slight decline of 98 jobs, representing a decrease of 0.1%. This mixed employment landscape reflects the ongoing adjustments within the public sector as Cyprus navigates its economic priorities and workforce needs.
