energy efficiency — The government will be accepting proposals for the third energy efficiency plan for homes in September, with a budget of €20 million, the energy ministry announced on Friday. Energy Minister Michael Damianos stated that the new Save-Upgrade Houses tender will increase the total funding allocated through the Thalia programme to €85 million.
- This initiative targets individuals looking to upgrade homes built before January 1, 2008. To qualify for funding, applicants must have an existing electricity account with a residential tariff.
During a press conference, Damianos acknowledged that previous tender processes faced challenges due to the overwhelming number of applications for payments, resulting in delays. However, he reassured the public that improvements have been made to expedite the examination of applications this time around.
Ministry officials highlighted that applications deemed low-risk could be approved without the need for on-site checks, further streamlining the process. This is expected to make it easier for homeowners to access the funding they need for energy upgrades.
The new plan allows for financial support of up to €32,000 per house, depending on the type of investment being made. Eligible investments include thermal insulation, window frames, shading systems, heating and cooling systems, solar water heating systems, photovoltaics, and specialised services.
Particular emphasis is being placed on supporting vulnerable households, including those in mountain areas and refugee settlements, with funding for these groups increased by 20 per cent compared to previous rounds.

Damianos underscored that funding for energy upgrades is not solely an environmental consideration. It also plays a crucial role in achieving national and European emissions reduction targets. Additionally, the initiative has a significant social dimension, providing beneficiaries the chance to lower their energy costs, enhance their living conditions, and engage in the green transition.
