permit delays — permit delays — Larnaca’s EOA is currently facing challenges in issuing planning and building permits, primarily due to a backlog of applications and issues with the integrated information system, Ippodamos.
On Friday, the agency stated that the delays resulted from a combination of historical and procedural problems. These issues include a significant number of applications that require coordination with various government departments, which has not been as swift as anticipated.
“This continues to affect processing times, as many of the applications that preceded July 1, 2024, concern complex and demanding cases, several of which are problematic,” the Larnaca EOA explained. The current backlog is substantial, with over 4,000 files from the district administration and more than 1,400 from the department of town planning still pending.
Moreover, many of the submitted applications contain deficiencies or necessitate clarifications, which leads to prolonged correspondence between the agency and the applicants. This back-and-forth not only extends the waiting period but also complicates the approval process.
Addressing the concerns surrounding Ippodamos, the EOA noted that despite recent upgrades, the system has yet to meet the required standards in terms of capability and efficiency. “The system has not yet become the modern digital tool required, both in terms of capabilities and speed, to effectively facilitate and simplify the examination of applications,” they remarked.
In light of these challenges, the Larnaca EOA has committed to expediting the examination of applications, aiming to alleviate the frustrations faced by applicants. The agency’s assurance comes as many residents and developers are eagerly awaiting permits to commence their projects.
