This letter contained explicit instructions to remove what it deemed antisemitic political slogans from public spaces.
Interior Minister Constantinos Ioannou’s directive stated that the ministry had been instructed to relay these requests, prompting fears among local leaders and political groups about the implications for Cyprus’s autonomy. The Movement of Ecologists expressed their concerns in an announcement dated 22nd September 2025, arguing that such foreign interference represents a significant retreat from the principle of sovereignty.

The Israeli circular identified specific graffiti that it found problematic, including images referencing a past football match incident in Limassol. Among the highlighted works was a painting of a Palestinian flag held near heart-shaped balloons, along with other controversial images. These included depictions of the word ‘Gaza’ painted in red above a baby illustration and a tin labelled ‘genocide’ leaking red paint. One image controversially modified the Israeli flag, replacing the Star of David with a swastika.

Larnaca’s mayor, Andreas Vyras, who also chairs the union of Cyprus municipalities, firmly rejected the ministry’s directives. He stated, “We do not accept suggestions from third parties, even more so from any foreign country.” Vyras affirmed that local municipalities already take action against slogans that incite violence or contain hate speech, highlighting that freedom of expression is non-negotiable.

The Movement of Ecologists further emphasised that freedom of expression is a fundamental democratic right, asserting that restricting this freedom to appease foreign government demands undermines democracy and stifles political dialogue. They have called for the immediate withdrawal of the forwarded circular, urging the government to respect citizens’ will and preserve the nation’s independence and democratic rights.
