This increase of 124 individuals represents a modest rise of 0.2 per cent compared to November 2024. However, the report highlights mixed trends across various government services and employee categories.

Government employment: Shifts in Employment Categories

While overall numbers saw a slight uptick, specific areas within government employment faced challenges. Notably, employment within the civil service and security forces declined by 0.9 per cent and 0.5 per cent, respectively. In contrast, the educational service emerged as a bright spot, demonstrating a robust growth of 2.2 per cent.

Definite vs. Indefinite Contracts

When examining employment trends by contract type, there was a notable increase in employees with contracts of definite duration, which grew by 0.9 per cent compared to the previous year. Conversely, hourly paid workers experienced a decline of 0.8 per cent. This fluctuation reflects ongoing adjustments within various sectors of government employment.

Significant Changes in the Educational Service

The educational sector’s performance stands out, particularly among staff with contracts of indefinite duration, where employment surged by 23.5 per cent. This significant increase underlines the ongoing demand for educators and support staff within Cyprus’s educational institutions.

Challenges in Security Forces Employment

On the other hand, the security forces faced a dramatic reduction in employees with contracts of definite duration, plummeting by 74.0 per cent. This drop is largely attributed to the completion and non-renewal of specific contracts that occurred in July 2025, leading to a notable contraction in this category.

For the first eleven months of 2025, the average total government employment saw an overall increase of 0.6 per cent compared to the same period in 2024. This trend suggests a gradual recovery and adaptation within government employment structures as the year progressed.
