This landmark decision was made on February 4, 2026, following a proposal from the Deputy Ministry of Migration and International Protection.
The new strategy aims to address long-standing coordination gaps within the integration process. According to an announcement from the ministry, the policy is designed to enhance social cohesion and economic prosperity, benefiting both local residents and migrants alike.
Migrant integration: A Two-Way Process of Integration
At the heart of this strategy is the definition of integration as a dynamic, two-way process based on mutual respect and shared responsibility. It focuses on several key pillars that are integral to achieving sustainable integration in Cyprus.
Four Key Pillars of the Strategy
- Socioeconomic Integration: Emphasising the importance of Greek language learning, employment opportunities, education, skills development, and access to social services.
- Public Awareness: Initiatives aimed at combating stereotypes and fostering a better understanding of migration issues within the community.
- Healthcare Access: Ensuring migrants can easily navigate and access medical services.
- Policy Alignment: Harmonising existing legislation to prevent obstacles that may hinder the integration process.
Addressing Living Conditions and Social Integration
The strategy also places a strong emphasis on improving the daily living conditions for migrants, covering aspects such as housing, mobility, health, and participation in cultural and sports activities. A critical focus is the prevention of “ghettoization,” which refers to the over-concentration of foreigners in specific urban and rural areas.
Monitoring Progress and Implementation
To ensure the effective implementation of this strategy, progress will be monitored through Key Performance Indicators (KPIs) and standardised reporting tools. An Advisory Committee, chaired by the Director General of the Deputy Ministry of Migration, will oversee the execution of the plan. This committee will comprise representatives from independent supervisory bodies, academic institutions, international organisations, and civil society.
