European Council President Antonio Costa has commended Cyprus for its exceptional efforts during the EU Council presidency, praising the country and President Nikos Christodoulides for their dedication over the past six months. During a recent evaluation of the EU’s priorities, Costa highlighted the significant progress made, particularly in relation to the multiannual financial framework.
Advancements in the EU Budget Proposal
In his address, Costa spoke about the EU’s budget for the period between 2028 and 2034, known as the multiannual financial framework. He noted that Cyprus had submitted a budget proposal just last week, which has initiated discussions among member states. “We are one step closer to a new European budget that meets our ambitions,” Costa remarked, signalling optimism about reaching a consensus on various aspects of the financial framework.
Historic Milestones for Ukraine
Another key point of discussion was the commencement of negotiations for Ukraine’s accession to the EU, which Costa described as a historic milestone. “We are celebrating a historic milestone on Ukraine’s path towards the European Union,” he stated, underscoring the importance of unity among member states in this endeavour. The EU’s commitment to Ukraine has gained momentum, particularly in light of recent geopolitical developments.
The Role of Cyprus in EU Unity
Throughout his speech, Costa emphasised that the common denominator in these discussions has been unity. He attributed much of this collaborative spirit to the tireless efforts of President Christodoulides and the Cypriot presidency. “Building this unity is a daily effort, and to a large extent, this is due to the tireless efforts of Nikos Christodoulides and the Cyprus presidency in recent months,” he remarked.
Future EU Enlargement and Cyprus’ Priorities
The issue of EU enlargement was another significant topic, with Costa joking about the long wait for another Cypriot presidency. He noted that enlargement had been one of Cyprus’ priorities during its term. He defended this decision, stating, “When it comes to the interests of the European Union, the EU institutions should defend them, in accordance with the treaties.” Costa maintained that he did not see any contradiction in this approach, despite the sensitive nature of the ongoing conflict in Ukraine.
EU’s Position on Mediation
Further clarifying the EU’s stance, Costa reiterated that the EU does not intend to act as mediators between Russia and Ukraine. This aligns with previous statements made by the EU’s foreign policy chief, Kaja Kallas, who emphasised that Europe would not be a neutral mediator due to its commitment to supporting Ukraine. Kallas had previously stated, “Europe will never be a neutral mediator between Russia and Ukraine because we are on Ukraine’s side and we are defending our own core security interests.”

Despite Costa’s assurances, not all EU leaders were supportive of his approach to communication with Russia. Reports from Reuters indicate that both German Chancellor Friedrich Merz and French President Emmanuel Macron expressed reservations about the strategy. Macron acknowledged Costa’s potential role in Ukraine’s future but insisted that he could not represent EU member states when security guarantees are at stake. Additionally, leaders from Nordic and Baltic states were reported to be particularly disturbed by these developments.
