Cyprus and France have initiated a significant upgrade of the Mari Naval Base to support the permanent presence of French warships in the Eastern Mediterranean. This move follows the signing of a Strategic Declaration and a 2026–2030 Action Plan in Paris, during Cypriot President Nikos Christodoulides’ visit to the Élysée Palace.

Mari naval: Strategic Partnership Focused on Defence and Security

The newly established strategic partnership prioritises Defence and Security, primarily through two main initiatives: enhancing the Mari Naval Base and establishing a robust defence procurement deal. The upgrade will enable the base to accommodate large warships, marking a significant step in military cooperation between the two nations.

Defence Equipment Procurement

Under the agreement, French military industry will provide 85% of the defence equipment requested by Cyprus as part of the SAFE programme. This includes a commitment to involve Cypriot companies in the production of each procurement programme, ensuring that 15% of the work is shared with local firms. This approach not only enhances the capabilities of the National Guard but also facilitates knowledge transfer to the domestic industry, particularly in aerial assets and communications systems.

Broader Cooperation Beyond Military Aspects

While the focus on defence is paramount, the Strategic Declaration and Action Plan encompass a wide-ranging roadmap for collaboration across sixteen sectors. This shift moves the relationship between Cyprus and France from theoretical agreements to actionable policies that can yield tangible benefits.

Schengen Representation and Visa Services

One notable provision within the agreement is France’s commitment to represent Cyprus in 25 third countries for consular services related to Schengen visa issuance. This arrangement will take effect once Cyprus achieves full accession to the Schengen Area, significantly enhancing travel and connectivity for Cypriots.

Economic Collaboration Through the IMEC Corridor

The agreement also references cooperation in the India–Middle East–Europe Economic Corridor (IMEC). France has identified Cyprus as a crucial hub and a bridge between these regions, aiming to promote regional stability and interconnectivity. This partnership is expected to foster economic growth and development opportunities for both nations.

Investment Opportunities in Larnaca Port

During the meetings of the governmental delegation, a French company expressed interest in making substantial investments at the Larnaca port. This interest highlights the potential for increased trade and economic collaboration, further strengthening the ties between Cyprus and France.

Comprehensive Areas of Cooperation

The agreement extends beyond military and economic aspects, covering various fields such as Civil Protection, Digital Policy, Public Health, Maritime Affairs, and Energy. This includes initiatives aimed at integrating high percentages of renewable energy into national grids through technical workshops.

Monitoring and Implementation of the Agreement

To ensure that the provisions of the Strategic Declaration and Action Plan are effectively implemented, the two countries will hold annual high-level intergovernmental meetings involving senior officials from their respective Foreign Ministries. Additionally, biennial meetings at the Ministerial level will further support ongoing cooperation and progress evaluation.

Significance of the Agreement for Cyprus and France

This enhanced partnership marks a pivotal moment in Cyprus and France’s bilateral relations, reinforcing their commitment to shared security and economic prosperity. As regional dynamics evolve, this strategic collaboration is likely to play a crucial role in shaping the future of both nations and their interests in the Eastern Mediterranean.

With a clear roadmap and defined objectives, the upgrade of the Mari Naval Base and the comprehensive Action Plan set a strong foundation for a lasting partnership that addresses both current and future challenges.
