Total employment in Cyprus’ broad public sector reached 78,124 persons in the fourth quarter of 2025, marking a significant year-on-year increase, according to the state statistical service, Cystat.
Growth in General Government Jobs
Within the public sector, employment in general government for the same quarter was reported at 73,006 persons. This figure encompasses various roles, including staff from the government, non-profit organisations, and local authorities.
Breakdown of Employment Figures
Specifically, general government employment comprised:
- Government: 55,215 persons
- Non-profit organisations: 11,566 persons
- Local authorities: 6,225 persons
In addition to the latest quarterly figures, Cystat also reported that total public sector employment for the entire year of 2025 amounted to 76,726 persons. This figure includes 71,675 persons in general government and 5,051 persons in publicly owned enterprises and companies.
Year-on-Year Employment Increases
When compared to 2024, the broad public sector experienced an increase of 1,373 persons, translating to a 1.8 per cent rise. Notably, employment in general government rose by 1,684 persons, equivalent to a 2.4 per cent increase from the previous year.
Changes in Publicly Owned Enterprises
In contrast, government-controlled companies and enterprises saw a decline in employment, with a decrease of 311 persons, marking a 5.8 per cent drop compared to 2024.
Quarterly Growth Trends
The fourth quarter of 2025 also revealed a quarterly increase in employment within the broad public sector. Specifically, employment rose by 1,287 persons, reflecting a 1.7 per cent increase compared to the same quarter in 2024.
Sector-Specific Increases
During this period, the following employment changes were noted:
- Central government: Increased by 550 persons (0.8 per cent year-on-year).
- Local authorities: Increased by 585 persons (10.4 per cent year-on-year).
- Publicly owned enterprises and companies: Increased by 152 persons (3.1 per cent year-on-year).
The notable rise in local authorities was primarily due to higher staffing levels in district local government organisations, which alone accounted for an increase of 427 persons, equating to a remarkable 48.4 per cent growth.
