Prioritising Defence and International Cooperation
Central to the 2026 agenda is a focus on defence, with a €1.2bn investment aimed at strengthening the National Guard. Christodoulides described this enhancement as vital for national security amid a changing geopolitical landscape. Plans include issuing tenders for upgrades to the Evangelos Florakis Naval Base and the Andreas Papandreou Air Base, in collaboration with the EU and the US.
In his remarks, he stated, “Strengthening the deterrent power of the National Guard is a matter of national importance.” The government aims to leverage the European SAFE programme to acquire modern military equipment and improve training for National Guard personnel, ensuring a well-prepared defence force.
Energy Developments and Economic Resilience
Christodoulides also highlighted the importance of energy security, announcing an expected agreement with Israel in 2026 for the development of the Aphrodite gas field. This agreement marks a significant step in utilising Cyprus’s energy resources. By March, commercial agreements for both the Kronos and Aphrodite fields are anticipated, further enhancing the country’s energy framework.
The president pointed out that the government is also committed to improving economic resilience, which he regards as a prerequisite for implementing broader policies. Tax reforms initiated at the beginning of the year aim to ease the financial burden on citizens, allowing for greater disposable income.
Transforming Housing and Social Support
Housing remains a pressing issue, with over €300m invested to date. The government plans to construct 258 new affordable housing units in 2026, alongside ongoing projects. Collaborating with the private sector, around 500 housing units will be built on state land, further demonstrating the government’s commitment to addressing the housing crisis.
Additionally, social support initiatives are set to expand, with a new programme aimed at families with newborns, and an increased budget for student grants. The president noted, “The upward trajectory of the economy allows the government to further strengthen social policy,” indicating a clear focus on enhancing citizens’ quality of life.
Digital Transformation and Modernisation Efforts
As part of the digital transformation initiative, Christodoulides announced the introduction of over 100 new digital services by 2026. This includes improvements in the Social Insurance Department and the Police, alongside the upgrading of the Digital Citizen application, which currently serves over 135,000 users.
The government is also focusing on urban planning reforms, aiming to simplify processes and enhance transparency in land usage. New measures will streamline the Land Registry procedures, allowing for electronic submissions and expediting applications.
Healthcare Advancements and Infrastructure Projects
In healthcare, a €145m programme will significantly improve public hospitals across the country, addressing critical needs and enhancing services. Projects include the renovation of emergency departments and the establishment of new clinics in various regions.
Infrastructure development is also a priority, with major road projects underway to alleviate congestion in urban centres. The completion of motorways and the expansion of existing road networks will facilitate better connectivity across Cyprus.

With climate change posing significant challenges, the government is implementing a strategy to enhance water resilience. This includes the installation of mobile desalination units and improvements to existing water infrastructure, addressing the urgent need for sustainable water management.
