National Guard Modernisation Remains Central to Cyprus Defence Strategy

The modernisation of the National Guard is a continuous priority for Cyprus, according to Defence Minister Vasilis Palmas. He emphasised the importance of ongoing development and enhancement to ensure the National Guard effectively meets modern demands and challenges.

National guard: Strategic Partnerships Enhance Defence Capabilities

In a recent interview with Phileleftheros, Palmas highlighted the strengthening of armaments programmes through intergovernmental agreements with the United States and Israel. He underscored that these partnerships are crucial for bolstering the National Guard’s capabilities in a rapidly changing security landscape.

EU’s Safe Programme Offers Significant Support

Palmas discussed Cyprus’ involvement in the EU’s Safe programme, which allocates €1.2 billion to enhance the Republic’s defence capabilities. For a smaller EU member like Cyprus, this funding presents substantial opportunities. It not only supports operational needs but also facilitates participation in joint European procurements.

He remarked, “Participation in the Safe programme brings significant benefits at a political level,” reaffirming the importance of local industries in these cooperative efforts. Such initiatives not only improve supply security but also strengthen the domestic defence industry’s involvement in European frameworks.

Upcoming US Delegation to Discuss Defence Sales

Looking ahead, a delegation from the US Defense Security Cooperation Agency (DSCA) is expected to visit Cyprus soon. This visit aims to provide further insights into the excess defence articles (EDA) and foreign military sales (FMS) programmes available to Cyprus.

“As the defence ministry, we have examined options within the framework of the FMS and EDA programmes and we are in contact with the US authorities,” Palmas explained. This ongoing dialogue seeks to align specific programmes with Cyprus’ strategic needs and priorities.

The Role of the Domestic Defence Industry

Palmas acknowledged the vital role of the Cypriot defence industry in enhancing national security. He noted that a robust domestic industry not only addresses specific needs but also fosters national autonomy by reducing reliance on external suppliers.

During his recent visit to Israel, Palmas engaged in discussions about bilateral cooperation in defence and security. He emphasised that all procurement decisions under armaments programmes undergo rigorous assessments, considering operational requirements, financial capabilities, and the priorities of the armed forces.

Commitment to National Sovereignty and Peace

“As the defence ministry, we take every necessary measure to ensure that the National Guard – the main defender of the independence and territorial integrity of the Republic – is adequately equipped,” Palmas stated. He reiterated that the armaments programmes are not aimed at any specific adversary but are focused on enhancing deterrent capabilities to safeguard peace and national sovereignty.

Building Multilateral Partnerships for Enhanced Security

Palmas also highlighted that over the past decade, Cyprus has forged numerous bilateral, trilateral, and multilateral partnerships with friendly nations. These collaborations are designed to exchange expertise, access modern defence equipment, and develop joint programmes that address contemporary security challenges.

Such partnerships not only provide opportunities for military training but also enhance operational interoperability among allied forces. Palmas concluded that the overarching goal remains clear: to ensure the National Guard is well-prepared to face evolving threats while maintaining a commitment to peace and stability in the region.
