Cyprus MPs are currently reviewing revised opening hours for restaurants and bars as part of a government initiative to modernise the catering sector. This move aims to enhance the competitiveness of the island’s tourism product and address existing weaknesses in the current regulatory framework.

The proposed legislation is undergoing scrutiny by the House energy committee, where discussions are taking place article-by-article in closed sessions. This follows strong feedback from various stakeholders, prompting the government to amend its initial proposal.

Final decisions on the revised opening hours are expected to be presented to the House plenary by April, prior to parliament’s self-dissolution ahead of the upcoming elections.

Opening hours: Seasonal Changes to Operating Hours

The new framework introduces seasonal variations in operating hours for different types of establishments. For restaurants, pubs, and bars, the proposed hours are as follows:

  • From May 1 to September 30: 07:00 to 02:30 (Monday to Thursday and Sunday), and until 03:30 on Friday and Saturday.
  • From October 1 to April 30: 07:00 to 02:00 (weekdays and Sunday), and until 03:00 on Friday and Saturday.

This is a change from the original suggestion of opening from 06:00 to 01:30.

Hours for Venues Hosting Events

For reception and event venues, music and dance establishments, discos, and adult entertainment venues, the hours will also be seasonally adjusted:

  • Summer period: 20:00 to 02:30 (weekdays), extending to 03:30 on weekends.
  • Winter period: 20:00 to 02:00 (weekdays), extending to 03:00 on Fridays and Saturdays.

Previously, some establishments were permitted to operate until as late as 05:00, depending on their type.

Local Authority Flexibility

Municipal councils will maintain the authority to extend or reduce operating hours for their local venues, allowing adjustments for up to six months each year. This flexibility is intended to accommodate local needs and preferences.
